AI PPC management for law firms should do two things that, in my experience, many agencies skip: judge the ads by signed cases and fees, and check each account every day against a dated log of every change.
We run it with Claude, connected by API to our agency’s Google Ads, Meta and ChatGPT ads accounts. It helps manage the PPC campaigns and saves us time, but the bigger gain is the whole story, from ad click to signed case.
I founded ROI Society, a growth agency for criminal defense, family law and select injury firms. What our ChatGPT ads test cost has its own post.
Key Takeaways
- Offline conversion tracking sends signed cases back to Google, matched by click ID or hashed email and phone (enhanced conversions for leads).
- Our change log held 200 dated changes as of October 19, 2026, showing whether a bad week came from us, intake or the season.
- Google says Maximize conversions is “designed to spend the full daily budget”. We set target CPA ourselves.

Most ad management misses what happens after the lead
In the accounts we manage, the ad platform sees the lead. The signed case, the fee and why a lead never signed sit in the firm’s intake CRM and case management system.
In my experience, that gap is why agencies struggle with ad management. They don’t see where a lead stalls between intake and the paralegals, how fees get quoted, whether payments get collected, or the backlog that leaves a callback waiting. Connect the intake CRM, case management, revenue and ads, and you see the whole picture every day.
Without that view, the common mistake I see is bidding up whatever keywords and ads bring the most leads, including curious callers who were never going to hire a lawyer. The report looks good because nobody sees what happened next.
Fix the keywords and landing pages first (why law firm Google Ads campaigns lose money), then connect the case data. Not sure which ads produce signed cases? Get a law firm growth evaluation and we’ll trace it with you.
Offline conversion tracking sends signed cases back to Google
Offline conversion tracking tells Google which ad clicks became signed cases, so its bidding learns from cases instead of form fills (Google).
In a fully connected account, the lead and its click ID go into the firm’s CRM and case management system. When the case signs and the firm enters the contract amount or an estimate, the value comes back to us. We see the return on the ads and send hashed data to Google Ads, so its bidding puts more money where it works.
Our managers, Claude and Google’s bidding then all see which campaigns sign cases, and we cut the rest. Some clients aren’t fully connected yet, for technology or time reasons; we encourage every firm to do it.
Google matches a case to a click in two ways:
- Click ID import. Each ad click gets a Google Click ID (GCLID), which you save with the lead and send back when the case signs (Google).
- Enhanced conversions for leads. Google calls this “an upgraded version of offline conversion import that uses user-provided data,” such as email or phone (Google). Both are hashed with SHA-256, a one-way scramble. Hashed is not anonymous: Google matches them to signed-in customers who engaged with your ad (Google Ads API docs).
Send the fee with the case. Target ROAS “predicts future conversions and associated values using your reported conversion values” (Google), so a felony retainer should not look like a traffic ticket. The same numbers feed our law firm dashboard, which shows cost per signed case by channel.
AI makes a full account review possible every day
With Claude, we can fully review a Google Ads account every day or every week. In my experience, some agencies do that audit once a quarter or a few times a year. A Claude skill, a saved set of instructions, runs ours and flags wasted spend, bad search terms and broken tracking. When it misses something, we add the check.
Each run reads yesterday, the 7-day, 30-day and 90-day windows, month to date, and every change since the last run. Our change log goes back to July 9, and as of October 19, 2026, it held 200 changes, led by negative keyword additions (35), ad copy changes (17) and target CPA moves (15).
Most entries record before and after values, the expected effect and how long to wait before judging it, so a review can compare the right dates around each big change.
A change log shows why a week went bad
A dated change log tells us fast whether one of our changes caused a drop. If nothing in the log lines up, the cause is more likely luck, the season, intake or something outside the ad account. With the CRM connected, we can check those too.
In our experience, slow callbacks lose cases the ads already paid for, which is why intake scripts matter as much as bids.
Maximize conversions is built to spend your whole budget
Google’s help page says Maximize conversions bid strategies “are designed to spend the full daily budget,” and for a specific ROI goal it says to “use the Target CPA bid strategy” (Google).
In my experience, letting Google take full control of your bids can cost 50% to 100% more per lead or case. That range is my estimate from the accounts I’ve managed through October 2026, not a study.
My view: Maximize conversions maximizes spend. It works to use the whole budget, doesn’t test whether a lower bid would buy more leads, and favors a bidding war. That’s why we set targets ourselves.
Maximize conversions vs manual CPC: where does target CPA fit?
Target CPA sits between them: a Smart Bidding target we set ourselves.
| Bid strategy | What you control | What Google says | Our take |
|---|---|---|---|
| Maximize conversions | The daily budget | Designed to spend the full daily budget (Google) | Fine when spending the whole budget is the goal |
| Target CPA | An average cost per conversion | Some conversions cost more than the target, some less (Google) | Our main lever on lead campaigns |
| Target ROAS | A return on ad spend goal | Needs conversion values and predicts from them (Google) | Strongest once real case fees flow back |
| Manual CPC | A max price per click | You set a maximum price for a click (Google) | Full control, no case data in the bid |
To me, maximizing conversions should mean finding the sweet spot: the bid that gets the most leads and cases from your budget at the lowest cost per lead. Claude helps us search for it patiently. We move target CPA in small steps, watch monthly spend and lost impression share, and wait out a settle period before judging each change.
In my opinion, no ad platform will fully automate that search for you.
Google is folding Local Services Ads into Performance Max
Google says Local Services Ads campaigns “will be automatically migrated” into a Performance Max campaign type with pay-per-lead goals (Google). Phase one began in August 2026 for select U.S. home and storefront service advertisers; the rest follow through 2027. Google names no date for legal services, so watch for its emails 14 and 7 days before your switch.
What changes when your LSA account moves?
Google says manual bidding “(such as setting a maximum cost-per-lead) is no longer supported” and sets a campaign-level target CPA you can adjust (Google). You still pay only for valid leads, ads still show only on Search and Maps, and old LSA reports do not carry over, so screenshot them first.
For years, I’ve watched Google trade advertiser control and transparency for automation. It pushed Performance Max hard, and now LSA moves in with less say over your bid. To me, the emails and banners about the switch feel designed to scare advertisers into going along.
Whether Claude or our team does the bid math, it serves your results, not a tech company’s shareholders. If you run LSA today, read our guide to Local Services Ads setup and screening and know the cost per lead you can live with before Google sets a target for you.
Agencies use AI for more than bidding
Other teams use AI beyond bidding. Anthropic’s marketing team generates hundreds of ads in minutes with Claude (Anthropic). Elevarus’s guide builds a nightly agent that flags cost and conversion swings for a person to review (Elevarus). Apify’s guide builds a daily feed of rivals’ new ads from Meta’s and Google’s public ad libraries (Apify). Since April 2026, Google grades calls from recordings to judge real leads, with recording on by default for most users, law firms included (PPC Land). CallRail’s Voice Assist answers after-hours calls and books consultations into Clio (CallRail and Clio), and Florida Bar Opinion 24-1 says client-facing AI chatbots must follow lawyer advertising rules and disclose they are AI.
What can go wrong with AI in ads and intake?
- AI gives confident wrong answers. Google warns that Gemini for Google Cloud products “can generate output that seems plausible but is factually incorrect” (Google Cloud).
- ABA Formal Opinion 512 calls for informed client consent before client information goes into self-learning AI tools.
Keywords traced to signed fees are where this goes next
Once we have enough data, we expect to trace which keywords bring in the most cases and fees. We’re not there on every account yet: matching a signed case to its keyword needs phone, email and click data on both sides.
In my opinion, a firm whose agency runs its ads with Claude will have a clear advantage over one that lets Google take the reins.
If your ads bring in leads but you can’t say which ones become cases, our Google Ads management for law firms starts with that tracking.
Frequently asked questions
What is AI PPC management?
AI PPC management is pay-per-click campaign management with an AI model connected to the ad accounts. The AI reads campaign performance data and drafts changes to bids, budgets, keywords and ads. A person sets the strategy and approves changes to live accounts.
Which AI PPC tools do agencies use?
We use Claude, connected by API to Google Ads, Meta and ChatGPT ads. Google’s Ads API team released an open-source, read-only AI connector in October 2025, Meta opened a beta for AI agents from Anthropic and OpenAI in April 2026, and Smart Bidding is Google’s own AI for bid management.
Does a Google Ads AI agent change my account on its own?
It can, if you give it write access: Meta’s connectors let agents create and edit ads and campaigns. We don’t work that way. Claude drafts changes, and a person on our team approves anything that touches a live account.
What should I ask an AI PPC agency before hiring one?
Ask whether they track signed cases or only leads, whether they send case data back to Google, who approves the AI’s changes, and whether you can see a log of every change. Also ask how any AI intake tool follows your state bar’s rules.
